In the beginning, all the matters of the Petroleum situation in Nigeria were handled by the Hydrocarbon Section of the Ministry of Lagos Affairs. This section was directly managed and commanded by the Governor-General.

The main responsibility of the Hydrocarbon Section was to keep records about the importation, exploration and development of petroleum products in Nigeria. It also had a responsibility to provide and monitor safety regulations for all producers and distributors of petroleum products in the country. The petroleum industry was a huge success for Nigeria, and the Hydrocarbon Section got renamed and upgraded to the Petroleum Division.

When was DPR established in Nigeria?

This Petroleum Division was managed by the Ministry of Mines and Power; however, In 1970, it got expanded and became the Department of Petroleum Resources! A new body called the Nigerian National Oil Corporation also got established to handle all commercial deals in the petroleum industry; at the time, the DPR remained in charge of supervising and controlling the petroleum industry!

The Department was upgraded to a Ministry in 1975 and renamed the Ministry of Petroleum and Energy, this name was later changed to the Ministry of Petroleum Resources. According to the Decree 33 of 1977, the Nigerian National Oil Corporation and the Ministry of Petroleum Resources got merged into one body. This institutional body was named the Nigerian National Petroleum Corporation.

The main reason for this merger was to conserve the man power in the oil industry. According to the Decree 33 of 1977 the Petroleum Inspectorate was established and became an integral part of the NNPC. It was responsible controlling and inspecting the petroleum industry in Nigeria!

The Ministry of Petroleum Resources was again upgraded in 1985 but the Petroleum Inspectorate remained with the Nigerian National Petroleum Corporation. However, in 1988, the NNPC also underwent transformation.

According to this transformation, the Petroleum inspectorate was given to the Ministry of Petroleum Resources and became the technical part of the Ministry, which was later renamed the DPR.
