Just in: Buhari withholds assent, returns 4 bills to National Assembly

- Four bills have been returned to the National Assembly by the president

- President Buhari made his decision known to the lawmakers in a letter on Thursday, July 12

- He also gave reasons for withholding his assent of the bills

President Muhammadu Buhari on Thursday, July 12, withheld the assent of four bills from the National Assembly.

The president while communicating his decision to lawmakers in the National Assembly also informed them of the return of four bills previously transmitted to him.

The decision of the president was contained in a letter read to members of the House of Representatives by the Speaker, Yakubu Dogara.

Punch reports that the returned bills include “Corporate Manslaughter Bill, 2018”; “Agricultural Credit Scheme Bill, 2018”; “National Child Protection Bill, 2018”; and “Court and Tribunal Standard Scale Fines Bill, 2018.”

Giving reasons for returning the bills, President Buhari said the Corporate Manslaughter Bill had provisions that were inconsistent with the 1999 Constitution.

Also, he said the agricultural credit scheme bill fund creation was jacked up by the National Assembly to N50 billion.

President Buhari further explained that he was more convenient with the extant provision of N100 million.

For the child protection bill, the president said that the proposed agency would merely duplicate the functions of already established agencies and the Ministry of Women Affairs while the court and tribunal bill was returned for being “ambiguous” and conflicting with extant laws.

Meanwhile, NAIJ.com previously reported that the president had returned three different bills to the National Assembly.

The president's decision on the bills which was made known to the Senate by Ike Ekweremadu who read a letter from President Buhari on the matter.

The bills include: the Police Procurement funds Bill, the Chartered Institute of of management Bill; and the Nigeria council of social works bill.
